Mastercard is establishing a new section in the Security Rules and Procedures for the existing program Standards related to claims of coercion.
The Coercion program has been in place since 2016 and
was previously part of the Business Risk Assessment and Mitigation (BRAM) program. Since then the coercion program specified Issuer requirements for submitting a claim of coercion, the Mastercard investigation process, Acquirer responsibilities and chargeback rights.
The changes differentiate cases of coercion from the more broader BRAM program by establishing a separate section in the Security Rules and Procedures and distinguishing the cases in Mastercard Chargeback Guide. Mastercard will inform Acquirers about the program criteria and prepare separate documentation to refer to when evaluating merchant behavior for potential coercive behavior. Effective from April 1st 2021 violations of coercion will no longer be required to report to BRAM program.
